Janet Zaharieva is a public policy, corporate affairs and regulatory executive with 28 years in the communications, media and ICT sectors. Since July 2026 she has been Group Director Public Policy and Corporate Affairs at United Group, while continuing to lead public policy and European affairs at Vivacom.

Janet has been part of Vivacom’s leadership since 2010, shaping its regulatory strategy and advising senior management on policy. She represents United Group on the Connect Europe Executive Board and the GSMA Europe Policy Group.

Before Vivacom, Janet was General Counsel of bTV, Bulgaria’s national private broadcaster, and Director of Legal Affairs and International Relations at Bulgaria’s telecoms regulator.

Janet holds a Master’s in Law, a Master’s in Engineering and a PhD in Telecommunications focused on digital transformation.
